This paper uses concepts and theories developed by social movement theorists to try to understand the dynamics between Occupy Wall Street and labor in New York City from 2011-2012.
The essay begins by arguing that Occupy Wall Street cannot be understood on its own. It can only be understood as part of a broader wave of contention, a cycle that includes the Arab Spring, anti-austerity protests in Europe and protests around the budget repair bill in Wisconsin (and the overall context of austerity). All can be seen as response to economic and political change brought about through the processes of globalization.
The second argument is that while “new social movement” theorists predict that organizations have little influence in the emergence and maintenance of contemporary movements. I argue, following the prediction of resource mobilization theorists, that organizations matter. And that social movement organizations, particularly labor organizations played an important part in the emergence and maintenance of Occupy as a movement
Finally the paper considers how the causal arrow goes the other way and traces the extent to which Occupy adds to the capacity of the labor movement in New York in the short term.
